Tayammum rulings
If its time for prayer and there is no water available for wudhu(ablution) or if water is available which cannot be used; This cannot be the reason to avoid praying.
Instead, clean sand should be used as an alternative to wudhu(ablution) with the compensatory tayammum and then one should be praying.
حَدَّثَنَا عَبْدُ اللَّهِ بْنُ يُوسُفَ، قَالَ أَخْبَرَنَا مَالِكٌ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ الْقَاسِمِ، عَنْ أَبِيهِ، عَنْ عَائِشَةَ، زَوْجِ النَّبِيِّ صلى الله عليه وسلم قَالَتْ خَرَجْنَا مَعَ رَسُولِ اللَّهِ صلى الله عليه وسلم فِي بَعْضِ أَسْفَارِهِ، حَتَّى إِذَا كُنَّا بِالْبَيْدَاءِ ـ أَوْ بِذَاتِ الْجَيْشِ ـ انْقَطَعَ عِقْدٌ لِي، فَأَقَامَ رَسُولُ اللَّهِ صلى الله عليه وسلم عَلَى الْتِمَاسِهِ، وَأَقَامَ النَّاسُ مَعَهُ، وَلَيْسُوا عَلَى مَاءٍ، فَأَتَى النَّاسُ إِلَى أَبِي بَكْرٍ الصِّدِّيقِ فَقَالُوا أَلاَ تَرَى مَا صَنَعَتْ عَائِشَةُ أَقَامَتْ بِرَسُولِ اللَّهِ صلى الله عليه وسلم وَالنَّاسِ، وَلَيْسُوا عَلَى مَاءٍ، وَلَيْسَ مَعَهُمْ مَاءٌ. فَجَاءَ أَبُو بَكْرٍ وَرَسُولُ اللَّهِ صلى الله عليه وسلم وَاضِعٌ رَأْسَهُ عَلَى فَخِذِي قَدْ نَامَ فَقَالَ حَبَسْتِ رَسُولَ اللَّهِ صلى الله عليه وسلم وَالنَّاسَ، وَلَيْسُوا عَلَى مَاءٍ، وَلَيْسَ مَعَهُمْ مَاءٌ. فَقَالَتْ عَائِشَةُ فَعَاتَبَنِي أَبُو بَكْرٍ، وَقَالَ مَا شَاءَ اللَّهُ أَنْ يَقُولَ، وَجَعَلَ يَطْعُنُنِي بِيَدِهِ فِي خَاصِرَتِي، فَلاَ يَمْنَعُنِي مِنَ التَّحَرُّكِ إِلاَّ مَكَانُ رَسُولِ اللَّهِ صلى الله عليه وسلم عَلَى فَخِذِي، فَقَامَ رَسُولُ اللَّهِ صلى الله عليه وسلم حِينَ أَصْبَحَ عَلَى غَيْرِ مَاءٍ، فَأَنْزَلَ اللَّهُ آيَةَ التَّيَمُّمِ فَتَيَمَّمُوا. فَقَالَ أُسَيْدُ بْنُ الْحُضَيْرِ مَا هِيَ بِأَوَّلِ بَرَكَتِكُمْ يَا آلَ أَبِي بَكْرٍ. قَالَتْ فَبَعَثْنَا الْبَعِيرَ الَّذِي كُنْتُ عَلَيْهِ، فَأَصَبْنَا الْعِقْدَ تَحْتَهُ.
Narrated `Aisha:
(the wife of the Prophet) We set out with Allah's Messenger (ﷺ) on one of his journeys till we reached Al- Baida' or Dhatul-Jaish, a necklace of mine was broken (and lost). Allah's Messenger (ﷺ) stayed there to search for it, and so did the people along with him. There was no water at that place, so the people went to Abu- Bakr As-Siddiq and said, "Don't you see what `Aisha has done? She has made Allah's Apostle and the people stay where there is no water and they have no water with them." Abu Bakr came while Allah's Messenger (ﷺ) was sleeping with his head on my thigh, He said, to me: "You have detained Allah's Messenger (ﷺ) and the people where there is no water and they have no water with them. So he admonished me and said what Allah wished him to say and hit me on my flank with his hand. Nothing prevented me from moving (because of pain) but the position of Allah's Messenger (ﷺ) on my thigh. Allah's Messenger (ﷺ) got up when dawn broke and there was no water. So Allah revealed the Divine Verses of Tayammum. So they all performed Tayammum. Usaid bin Hudair said, "O the family of Abu Bakr! This is not the first blessing of yours." Then the camel on which I was riding was caused to move from its place and the necklace was found beneath it.

حَدَّثَنَا أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ، حَدَّثَنَا أَبُو أُسَامَةَ، ح وَحَدَّثَنَا أَبُو كُرَيْبٍ، حَدَّثَنَا أَبُو أُسَامَةَ، وَابْنُ، بِشْرٍ عَنْ هِشَامٍ، عَنْ أَبِيهِ، عَنْ عَائِشَةَ، أَنَّهَا اسْتَعَارَتْ مِنْ أَسْمَاءَ قِلاَدَةً فَهَلَكَتْ فَأَرْسَلَ رَسُولُ اللَّهِ صلى الله عليه وسلم نَاسًا مِنْ أَصْحَابِهِ فِي طَلَبِهَا فَأَدْرَكَتْهُمُ الصَّلاَةُ فَصَلَّوْا بِغَيْرِ وُضُوءٍ فَلَمَّا أَتَوُا النَّبِيَّ صلى الله عليه وسلم شَكَوْا ذَلِكَ إِلَيْهِ فَنَزَلَتْ آيَةُ التَّيَمُّمِ . فَقَالَ أُسَيْدُ بْنُ حُضَيْرٍ جَزَاكِ اللَّهُ خَيْرًا فَوَاللَّهِ مَا نَزَلَ بِكِ أَمْرٌ قَطُّ إِلاَّ جَعَلَ اللَّهُ لَكِ مِنْهُ مَخْرَجًا وَجَعَلَ لِلْمُسْلِمِينَ فِيهِ بَرَكَةً .
'A'isha reported she had borrowed from Asma' (her sister) a necklace and it was lost. The Messenger of Allah (ﷺ) sent men to search for it. As it was the time for prayer, they offered prayer without ablution (as water was not available there). When they came to the Messenger of Allah (ﷺ), they made a complaint about it, and the verses pertaining to tayammum were revealed. Upon this Usaid b. Hadair said (to 'A'isha):
May Allah grant you a good reward! Never has been there an occasion when you were beset with difficulty and Allah did not make you come out of that and made it an occasion of blessing for the Muslims.

The verse related to Tayammum is found in two places in the Holy Quran. It is those verses, Ayesha (rah) is referring here. The verses are as follows:
O you who have believed, do not approach prayer while you are intoxicated until you know what you are saying or in a state of janābah, except those passing through [a place of prayer], until you have washed [your whole body]. And if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women [i.e., had sexual intercourse] and find no water, then seek clean earth and wipe over your faces and your hands [with it]. Indeed, Allah is ever Pardoning and Forgiving.

O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbows and wipe over your heads and wash your feet to the ankles. And if you are in a state of janābah, then purify yourselves. But if you are ill or on a journey or one of you comes from the place of relieving himself or you have contacted women and do not find water, then seek clean earth and wipe over your faces and hands with it. Allah does not intend to make difficulty for you, but He intends to purify you and complete His favor upon you that you may be grateful.

The method of performing tayammum
Tapping the floor with the palms, from mouth blow them away or after hitting hands together (to ensure no dust) and one should rub face with both hands.
حَدَّثَنَا آدَمُ، قَالَ حَدَّثَنَا شُعْبَةُ، حَدَّثَنَا الْحَكَمُ، عَنْ ذَرٍّ، عَنْ سَعِيدِ بْنِ عَبْدِ الرَّحْمَنِ بْنِ أَبْزَى، عَنْ أَبِيهِ، قَالَ جَاءَ رَجُلٌ إِلَى عُمَرَ بْنِ الْخَطَّابِ فَقَالَ إِنِّي أَجْنَبْتُ فَلَمْ أُصِبِ الْمَاءَ. فَقَالَ عَمَّارُ بْنُ يَاسِرٍ لِعُمَرَ بْنِ الْخَطَّابِ أَمَا تَذْكُرُ أَنَّا كُنَّا فِي سَفَرٍ أَنَا وَأَنْتَ فَأَمَّا أَنْتَ فَلَمْ تُصَلِّ، وَأَمَّا أَنَا فَتَمَعَّكْتُ فَصَلَّيْتُ، فَذَكَرْتُ لِلنَّبِيِّ صلى الله عليه وسلم فَقَالَ النَّبِيُّ صلى الله عليه وسلم " إِنَّمَا كَانَ يَكْفِيكَ هَكَذَا ". فَضَرَبَ النَّبِيُّ صلى الله عليه وسلم بِكَفَّيْهِ الأَرْضَ، وَنَفَخَ فِيهِمَا ثُمَّ مَسَحَ بِهِمَا وَجْهَهُ وَكَفَّيْهِ.
Narrated `Abdur Rahman bin Abza:
A man came to `Umar bin Al-Khattab and said, "I became Junub but no water was available." `Ammar bin Yasir said to `Umar, "Do you remember that you and I (became Junub while both of us) were together on a journey and you didn't pray but I rolled myself on the ground and prayed? I informed the Prophet (ﷺ) about it and he said, 'It would have been sufficient for you to do like this.' The Prophet then stroked lightly the earth with his hands and then blew off the dust and passed his hands over his face and hands."

حَدَّثَنَا يَحْيَى بْنُ يَحْيَى، وَأَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ وَابْنُ نُمَيْرٍ جَمِيعًا عَنْ أَبِي مُعَاوِيَةَ، قَالَ أَبُو بَكْرٍ حَدَّثَنَا أَبُو مُعَاوِيَةَ، عَنِ الأَعْمَشِ، عَنْ شَقِيقٍ، قَالَ كُنْتُ جَالِسًا مَعَ عَبْدِ اللَّهِ وَأَبِي مُوسَى فَقَالَ أَبُو مُوسَى يَا أَبَا عَبْدِ الرَّحْمَنِ أَرَأَيْتَ لَوْ أَنَّ رَجُلاً أَجْنَبَ فَلَمْ يَجِدِ الْمَاءَ شَهْرًا كَيْفَ يَصْنَعُ بِالصَّلاَةِ فَقَالَ عَبْدُ اللَّهِ لاَ يَتَيَمَّمُ وَإِنْ لَمْ يَجِدِ الْمَاءَ شَهْرًا . فَقَالَ أَبُو مُوسَى فَكَيْفَ بِهَذِهِ الآيَةِ فِي سُورَةِ الْمَائِدَةِ { فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا} فَقَالَ عَبْدُ اللَّهِ لَوْ رُخِّصَ لَهُمْ فِي هَذِهِ الآيَةِ - لأَوْشَكَ إِذَا بَرَدَ عَلَيْهِمُ الْمَاءُ أَنْ يَتَيَمَّمُوا بِالصَّعِيدِ . فَقَالَ أَبُو مُوسَى لِعَبْدِ اللَّهِ أَلَمْ تَسْمَعْ قَوْلَ عَمَّارٍ بَعَثَنِي رَسُولُ اللَّهِ صلى الله عليه وسلم فِي حَاجَةٍ فَأَجْنَبْتُ فَلَمْ أَجِدِ الْمَاءَ فَتَمَرَّغْتُ فِي الصَّعِيدِ كَمَا تَمَرَّغُ الدَّابَّةُ ثُمَّ أَتَيْتُ النَّبِيَّ صلى الله عليه وسلم فَذَكَرْتُ ذَلِكَ لَهُ فَقَالَ " إِنَّمَا كَانَ يَكْفِيكَ أَنْ تَقُولَ بِيَدَيْكَ هَكَذَا " . ثُمَّ ضَرَبَ بِيَدَيْهِ الأَرْضَ ضَرْبَةً وَاحِدَةً ثُمَّ مَسَحَ الشِّمَالَ عَلَى الْيَمِينِ وَظَاهِرَ كَفَّيْهِ وَوَجْهَهُ . فَقَالَ عَبْدُ اللَّهِ أَوَلَمْ تَرَ عُمَرَ لَمْ يَقْنَعْ بِقَوْلِ عَمَّارٍ
Shaqiq reported:
I was sitting in the company of Abdullah and Abu Musa when Abu Musa said: 0 'Abd al-Rahman (kunya of 'Abdullah b. Mas'ud), what would you like a man to do about the prayer if he experiences a seminal emission or has sexual intercourse but does not find water for a month? 'Abdullah said: He should not perform tayammum even if he does not find water for a month. 'Abdullah said: Then what about the verse in Sura Ma'ida:" If you do not find water, betake yourself to clean dust"? 'Abdullah said: If they were granted concession on the basis of this verse, there is a possibility that they would perform tayammum with dust on finding water very cold for themselves. Abu Musa said to Abdullah: You have not heard the words of 'Ammar: The Messenger of Allah (ﷺ) sent me on an errand and I had a seminal emission, but could find no water, and rolled myself in dust just as a beast rolls itself. I came to the Messenger of Allah (ﷺ) then and made a mention of that to him and he (the Holy Prophet) said: It would have been enough for you to do thus. Then he struck the ground with his hands once and wiped his right hand with the help of his left hand and the exterior of his palms and his face. حَدَّثَنَا مُحَمَّدُ بْنُ سَلاَمٍ، قَالَ أَخْبَرَنَا أَبُو مُعَاوِيَةَ، عَنِ الأَعْمَشِ، عَنْ شَقِيقٍ، قَالَ كُنْتُ جَالِسًا مَعَ عَبْدِ اللَّهِ وَأَبِي مُوسَى الأَشْعَرِيِّ فَقَالَ لَهُ أَبُو مُوسَى لَوْ أَنَّ رَجُلاً أَجْنَبَ، فَلَمْ يَجِدِ الْمَاءَ شَهْرًا، أَمَا كَانَ يَتَيَمَّمُ وَيُصَلِّي فَكَيْفَ تَصْنَعُونَ بِهَذِهِ الآيَةِ فِي سُورَةِ الْمَائِدَةِ {فَلَمْ تَجِدُوا مَاءً فَتَيَمَّمُوا صَعِيدًا طَيِّبًا} فَقَالَ عَبْدُ اللَّهِ لَوْ رُخِّصَ لَهُمْ فِي هَذَا لأَوْشَكُوا إِذَا بَرَدَ عَلَيْهِمُ الْمَاءُ أَنْ يَتَيَمَّمُوا الصَّعِيدَ. قُلْتُ وَإِنَّمَا كَرِهْتُمْ هَذَا لِذَا قَالَ نَعَمْ. فَقَالَ أَبُو مُوسَى أَلَمْ تَسْمَعْ قَوْلَ عَمَّارٍ لِعُمَرَ بَعَثَنِي رَسُولُ اللَّهِ صلى الله عليه وسلم فِي حَاجَةٍ فَأَجْنَبْتُ، فَلَمْ أَجِدِ الْمَاءَ، فَتَمَرَّغْتُ فِي الصَّعِيدِ كَمَا تَمَرَّغُ الدَّابَّةُ، فَذَكَرْتُ ذَلِكَ لِلنَّبِيِّ صلى الله عليه وسلم فَقَالَ " إِنَّمَا كَانَ يَكْفِيكَ أَنْ تَصْنَعَ هَكَذَا ". فَضَرَبَ بِكَفِّهِ ضَرْبَةً عَلَى الأَرْضِ ثُمَّ نَفَضَهَا، ثُمَّ مَسَحَ بِهَا ظَهْرَ كَفِّهِ بِشِمَالِهِ، أَوْ ظَهْرَ شِمَالِهِ بِكَفِّهِ، ثُمَّ مَسَحَ بِهِمَا وَجْهَهُ فَقَالَ عَبْدُ اللَّهِ أَفَلَمْ تَرَ عُمَرَ لَمْ يَقْنَعْ بِقَوْلِ عَمَّارٍ وَزَادَ يَعْلَى عَنِ الأَعْمَشِ عَنْ شَقِيقٍ كُنْتُ مَعَ عَبْدِ اللَّهِ وَأَبِي مُوسَى فَقَالَ أَبُو مُوسَى أَلَمْ تَسْمَعْ قَوْلَ عَمَّارٍ لِعُمَرَ إِنَّ رَسُولَ اللَّهِ صلى الله عليه وسلم بَعَثَنِي أَنَا وَأَنْتَ فَأَجْنَبْتُ فَتَمَعَّكْتُ بِالصَّعِيدِ، فَأَتَيْنَا رَسُولَ اللَّهِ صلى الله عليه وسلم فَأَخْبَرْنَاهُ فَقَالَ " إِنَّمَا كَانَ يَكْفِيكَ هَكَذَا ". وَمَسَحَ وَجْهَهُ وَكَفَّيْهِ وَاحِدَةً
Narrated Al-A`mash:
Shaqiq said, "While I was sitting with `Abdullah and Abu Musa Al-Ash`ari, the latter asked the former, 'If a person becomes Junub and does not find water for one month, can he perform Tayammum and offer his prayer?' (He applied in the negative). Abu Musa said, 'What do you say about this verse from Sura "Al-Ma'ida": When you do not find water then perform Tayammum with clean earth? `Abdullah replied, 'If we allowed it then they would probably perform Tayammum with clean earth even if water were available but cold.' I said to Shaqiq, 'You then disliked to perform Tayammum because of this?' Shaqiq said, 'Yes.' (Shaqiq added), "Abu Musa said, 'Haven't you heard the statement of `Ammar to `Umar? He said: I was sent out by Allah's Messenger (ﷺ) for some job and I became Junub and could not find water so I rolled myself over the dust (clean earth) like an animal does, and when I told the Prophet (ﷺ) of that he said, 'Like this would have been sufficient.' The Prophet (ﷺ) (saying so) lightly stroked the earth with his hand once and blew it off, then passed his (left) hand over the back of his right hand or his (right) hand over the back of his left hand and then passed them over his face.' So `Abdullah said to Abu- Musa, 'Don't you know that `Umar was not satisfied with `Ammar's statement?' " Narrated Shaqiq: While I was with `Abdullah and Abu Musa, the latter said to the former, "Haven't you heard the statement of `Ammar to `Umar? He said, "Allah's Messenger (ﷺ) sent you and me out and I became Junub and rolled myself in the dust (clean earth) (for Tayammum). When we came to Allah's Apostle I told him about it and he said, 'This would have been sufficient,' passing his hands over his face and the backs of his hands once only.' "

Based on authentic hadiths in many books, including Bukhari and Muslim, it is state that one should hit the ground ‘once only'. But, in some reports in other texts, it is told for one to hit twice. Those are not substantiated with proofs.
Suitable things for doing tayammum
In both the above verses which speak of doing tayammum, the phrase 'clean sand’ has been used.
So one has to do tayammum in the sand only.
Sand refers to all of its types. Soil, sand, compacted loam, soil wall etc are all included in the sand.
It is narrated in Bukhari Hadith 337, that the Prophet (pbuh) beat the wall and performed the tayammum.
Soil is not just the sparse fallen ones alone; From this it can be understood that 'soil' also includes the heaps/compounds/stacks as well.
Doing tayammum, when the cold is unbearable
Even when it is unbearably cold, you can do tayammum without using water at that time.
حَدَّثَنَا ابْنُ الْمُثَنَّى، أَخْبَرَنَا وَهْبُ بْنُ جَرِيرٍ، أَخْبَرَنَا أَبِي قَالَ، سَمِعْتُ يَحْيَى بْنَ أَيُّوبَ، يُحَدِّثُ عَنْ يَزِيدَ بْنِ أَبِي حَبِيبٍ، عَنْ عِمْرَانَ بْنِ أَبِي أَنَسٍ، عَنْ عَبْدِ الرَّحْمَنِ بْنِ جُبَيْرٍ الْمِصْرِيِّ، عَنْ عَمْرِو بْنِ الْعَاصِ، قَالَ احْتَلَمْتُ فِي لَيْلَةٍ بَارِدَةٍ فِي غَزْوَةِ ذَاتِ السَّلاَسِلِ فَأَشْفَقْتُ إِنِ اغْتَسَلْتُ أَنْ أَهْلِكَ فَتَيَمَّمْتُ ثُمَّ صَلَّيْتُ بِأَصْحَابِي الصُّبْحَ فَذَكَرُوا ذَلِكَ لِلنَّبِيِّ صلى الله عليه وسلم فَقَالَ " يَا عَمْرُو صَلَّيْتَ بِأَصْحَابِكَ وَأَنْتَ جُنُبٌ " . فَأَخْبَرْتُهُ بِالَّذِي مَنَعَنِي مِنَ الاِغْتِسَالِ وَقُلْتُ إِنِّي سَمِعْتُ اللَّهَ يَقُولُ { وَلاَ تَقْتُلُوا أَنْفُسَكُمْ إِنَّ اللَّهَ كَانَ بِكُمْ رَحِيمًا } فَضَحِكَ رَسُولُ اللَّهِ صلى الله عليه وسلم وَلَمْ يَقُلْ شَيْئًا . قَالَ أَبُو دَاوُدَ عَبْدُ الرَّحْمَنِ بْنُ جُبَيْرٍ مِصْرِيٌّ مَوْلَى خَارِجَةَ بْنِ حُذَافَةَ وَلَيْسَ هُوَ ابْنَ جُبَيْرِ بْنِ نُفَيْرٍ .
Narrated Amr ibn al-'As:
I had a sexual dream on a cold night in the battle of Dhat as-Salasil. I was afraid, if I washed I would die. I, therefore, performed tayammum and led my companions in the dawn prayer. They mentioned that to the Messenger of Allah (ﷺ). He said: Amr, you led your companions is prayer while you were sexually defiled? I informed him of the cause which impeded me from washing. And I said: I heard Allah say: "Do not kill yourself, verily Allah is merciful to you." The Messenger of Allah (ﷺ) laughed and did not say anything.

If water is available after the prayer ...
There is no need to repeat the prayer if the water is available before or after the time of the prayer.

In this verse, those who do not have water are commanded the tayammum to pray, but they are not commanded to pray again if the water is available.
Therefore, if water is available after the prayer, there is no need to repeat the prayer.
Many prayers in one tayammum
We do tayammum and pray a prayer. Then comes the time of the next prayer. Water was still not available. Any thing that removes the wudhu(ablution) has not happened. In this situation, is it possible to pray the next prayer with the same tayammum as you did for first prayer? In that case, there are two opinions in this too.
The Prophet's way was to perform tayammum and offer the obligatory prayer. The tayammum has to be repeated for other prayers as well as per the report by Ibn Abbas (rah) found in books like Sunan al-Daraqutni and Al-Bayhaqi.
It is reported through Hasan bin Umara. This conclusion should not be based on this, as he is a weak reporter.
There is no authentic hadith that says that one should perform tayammum and offer obligatory prayer only once.
Therefore, it is valid to consider the number of prayers that can be performed with one wudhu (ablution) the same applies as well to the tayammum, which is an alternative to the wudhu. After praying one prayer with one tayammum, if water is not available during the next prayer, then that prayer can also be performed with the same tayammum.
